How do I use a picture from my clipboard as an icon/shortcut?

I would like to copy a picture to my clipboard and use it as an icon for a
short cut. Can this be done and if so how?

You need a program that can save it as an .ico file. Then you can use it.

I use Axialis Icon Editor and like it, but it has a cost. You might look for
other less expensive options if you do not create icons do it.

plumviolet,1. Save the image from the clip board as a 24-bit "*.BMP" file.

1. Save the image from the clip board as a 24-bit "*.BMP" file. Some Image
programs can convert to "*.BMP" then to "*.ICO, in one step. Others might
need to be done in two steps.

If the image program makes it easy to resize your image, I would first try
resizing it to a 32X32 or 40X40 pixel image. This way you can see if it is
easy to view the image as it would be an icon.

2. If you are happy with the result, again use the save feature as a "*.BMP"
file, but change the file extension to ".ICO" (w/o quotes) to the name of
the file, then Save. You should now have an Icon file, that you can
associate with another file.

MS Paint does this well, but its built-in resizing process, can be
cumbersome.
