Office - OneNote popup problem

I have recently instaled ON'07 on my laptop with Office/Outlook 2003 on a
Lenove T60 running Windows XP.

I have a ongoing problem with a ON dialogue box popping up at inexplicable
times that says...
Microsoft Office OneNote 2007
Please wait while Windows configures Microsoft Office OneNote 2007.

Most of the time it takes about 30 or so seconds (during which Outlook is
unresponsive) and then goes away.

Occasionally it hangs and doesn't go away and Outlook is totally
unresponsive.  If I kill Outlook and restart everything works, but the
problem recurrs again eventually.

Any thoughts?

Does running the Office Diagnostics (found under the Start Menu under the
OFfice folder) help?

I just ran diagnostics and it found and corrected one error in MS Office (not
sure what it was though).

I will reserve judgement on whether this impacted my reported issue for a
day or so.

I did this, about a week ago now.  It did NOT resolve the problem.  The
frequency seems to have gone down, but the problem did not go away.  Day
after day I continue to experience the same problem orginally described?

Other thoughts?

Running the Installer Cleanup utility might help:
